Frustrated!

So Philip's Grandpa wants to deposit a large amount of money into an account for Moriah (for college). Philip and I need a social security number for Moriah to open an account for her. I filled out the Social Security Card application and called the number to get the address so I could mail the application to the states. They told me I can't get a social security number for Moriah until I have her passport in my hands and some other birth certificate (I forgot the name of the other birth certificate). The International Birth certificate I have for Moriah is not good enough. I was also told she is not a U.S. citizen until I have applied for all of these documents and they are in my possession...I'm so frustrated. I really want to go back to the states for the summer. Now I know why so many women go back to the states to have their babies. This is just frustrating and CRAZY. Its one thing after another!!
